would BMW put an 11.3" rotor in the 323 and a 11.8" rotor in the 328. WHen I drove the 328, it's brakes were stronger than the 323- using the same size caliper/pad.

First of all I was refering to the M5 not 323 or 328. Secondly did you actually measure the stopping distances or just use "seat of the pants"
How do you know the pads/calipers are the exact same size and type did you measure them or do you dave technical data you can share with us? Auto mnfctrs increase rotor and caliper size as the power of the engine increases i.e.;323 to 328 etc. Hope this helps.
