When I was in Germany one thing I did not like was speed difference between fast and slow cars. It is true that people tend to drive to the right but when right lane 100 km/h (60mph), middle 170 km/h(110mph) and right 250 km/h then it is scary.
In USA it would be impossible as long as driving to the right, passing on the left would not be enforced stronger then enforcing speed limit.

PS I love when there are 2 lanes empty and these are middle and right.
