These plugs are there because your car must have been ordered as per "international" options. Usually, local options are prefigured. However, international options for all BMWs (3,5,and 7) include different options for the same feature: yes, these plugs are for lower fog-lights that come in a rectangular shape, just like the 7-series. But you must have either ordered the circular Xenon/Normal lights you got there, or your dealer bought it as international BMW.

Yours is a bit cheaper than local standards.
(by 15%-20%) However, youcan still install the other lights (rectangular) provided that you change the primary/slave connections from the cricular lights to your lower output plugs. Let me know if you;reinterested...I'm on the 7-series board mainly. (just visiting here)
