I’ve found that coating the wheels with Simple Green before washing works wonders. Also, get yourself a 2" paint brush (natutral bristle) is perfect for getting to all the tight spots in short-order.

Spray on the Simple Green, wait a couple of minutes and gently hit it with a power washer. 90% of the dust will be gone.
