No - the 12 volt socket is alive all the time -
therefore so is your V1 (using power).

You can easily test things like this yourself ( I just left the door open and waited for the car to go to sleep - then tested the cig lighter. )

I would suggest wiring your V1 to another power source like the power to the switch for the glove compartment lamp, or the overhead map lights.
