That is an advertising picture, and they have either used the diagnostic connector to turn on all the headlights manually ( using the DIS system) or they have retouched the picture to show the lights on.

The operation of the lights is controlled by a software program in the Light Control Module. You can not change this.

You never want the highs, lows and fogs on together. The fogs are for "FOG" - and you dont want your highs on in fog. And you don't want your fogs on when the highs are on because it takes more power - and provides NO benefit since the fogs only give light for slow speed driving - if you have your highs on to see down the road it assumes you are doing a speed that you need the long distance light, in which case you do not need the short distance fogs.
