It just depends on how much time you're willing to devote to keeping them clean. If you regularly wipe off the brake dust with a soft cloth between car washings(takes less than 5 minutes per wheel to get in all the nooks and crannies), then when you wash the car, you can usually rinse away the dust and just dry the wheels. The problem arises if the dust gets moist and dries, forming a coating which requires much more elbow grease to remove. Then you may need a safe wheel cleaner and a special brush to get the job done. Keeping the wheels clean can be like pulling weeds--a Zen-like experience.
