Cars that are held beyond a few weeks may have received damage during shipping. This is acceptable within the delivery rules according to your contract with BMW. They have the right to make "reasonable" repairs due to shipping damage without ever telling you.

Your car comes with all the parts it's supposed to have when it left Germany. Sounds like your dealer's an idiot.

If you really want to know the problem, contact the VPC directly. They are more than willing to tell you exactly what's going on with the car. Ask your dealer for the phone number.
