Just some ideas.

Make sure you don't have the dash lights dimmed - put them on bright and see if that makes any difference.

If that fails try shining a bright light at the sensor in the display - that should make it go bright - after which it may operate as it should. I do not have experience with this approach but someone on the E39 board said it worked for them.

Otherwise it would seem to be an iffy display or controller.

You could always try opening the unit and looking for a poor solder connection on the board. That is what I would do but the sucess rates on these approaches are not great.
