A good winter tire on a 17" wheel should perform reliably. Try the following:

Pirelli's new Winter Ice series are more than just a winter tire - they're ice tires. True to their names, the Winter Ice tires challenge the most severe winter driving conditions. Pirelli claims they offer the performance equivalent to that of a studdable tire - with the studs !

: I'm buying a 2000 BMW 540i with 17" wheels. For winter can I just install 17" winter tires, or is it better to install 16" wheels with 16" tires. If so, how come?
