This is the "in thing" these days. I think they call it "slamming". They basically take these Civic's, either turbocharge them or drop an Integra R motor in them. Then they gut them and take 500 pounds off them.
A friend of mine has several high perf Toyota Supra's - his car runs high 10's and in a recent import car race at the local race track he was beaten by a ... you guessed it, a Civic - that ran 10.5.
The even scarier part is that he beat the civic soundly off the line (they both had slicks), but the civic went by him at about 100 (thus the power to weight ratio of the Civic was superior to his Supra).
In fact, these days, my friends shop - Sound Performance in Bloomingdale IL, actually does more performance work on Civics than anything else.
Very scary I tell ya.
(PS - if I hadn't seen the video of him losing, I think I would have had trouble believing it too).
