Front Clears lenses with just parking lights on? (archive)

I just orders a set of clear lights from Bekkers and installed them yesterday - everything went smoothly and its really easy. A question that I had was if the side lights in the front assembly (the one with the yellow bulb) is supposed to turn on when you just have the parking lights on or when the headlights are on? Seems like on mine, the only time they turn on is when you signal. Is this correct? I thought the parking lights had to be on all the time when the headlights are on?
