2nd wiper blade on passenger side? (archive)

My 98 528i driver side windshield wiper arm has two wiper blades on it but the passsenger side has only one. The passenger side looks like it should have the second blade (it has an area and clips for it). Can someone tell me if the passenger side should have the second blade?
