There's some discussion of this on Reuters and one of the Auto news sites. Essentially, BMW wants to crack the mid-priced to low-priced segment - make a more "mass-market" car than the 3-series, whose cheapest US iteration comes in around $25,000. Originally, they didn't want to "dilute" the BMW brand and planned to build such a car under the Rover nameplate. But that's all gone to we-know-where in a handbasket now. So, they're reviving plans to build such a car under the BMW brand.
Apparently, this new 2-series would share a platform with the "new" Mini, to which BMW retains rights. Critical mass would be 300,000-400,000 sales/year for both combined.
