I experience the same problem, my '00 528i
steering wheel does NOT move out of my way when
I get out of the car and when I return and use
my key-entry the wheel is in the correct 'tilt'
but is fully retracted into the dash.

I figured the fully retracted into the dash upon
entry was for entry ease, but the wheel will not
telescope towards me by it self upon starting the car. Is this a safety issue?
"let the driver telescope the wheel" ??
