That depends upon how much positive manifold pressure there is. The greater the "boost", the greater the engine stress and accelerated engine wear.

2. Which will give the most efficient power increase in a double VANOS 6cyl engine?

A turbo, all things being equal - A turbo is driven by exhaust gas pressure, velocity and temperature. A belt-driven supercharger uses engine power in order to turn the compressor turbine. If a turbo and supercharger delivered the same engine boost at the same temperature (say both being intercooled) at the same time, a turbo is more efficient and produces more power becasue there is no parasitic drag incurred on the engine.
