Little Rubber Antenna (archive)

From what I've read on this board, the radio antenna is in the rear glass, the nav antenna is flat, and the cellular antenna is an add-on, window mount. If that's all true, then what is the purpose of that little rubber antenna on the roof of my 99 540it?

I had presumed that it was for the factory cell phone, but recent posters say that the BMW StartTac requires an additional antenna. Is it that the new digital Startac requires a different antenna, and the one I have is only for the old analog application?

Please advise.
