You have to remember that horsepower figures are derived from the torque that an engine produces.

There is a distinct possibility that although the peak torque number may be an incremental increase over the old engine, perhaps the torque band has been widended and flattened. With more torque in the lower rev range (and overall), the car would pick up speed more quickly and effortlessly, therefore giving the driver more satisfaction. Perhaps that car will ultimately just slightly faster (who knows) but the driver who is test driving between the 2.8 I-6 and the 3.0 I-6 may feel that the 3.0 is far more powerful because of the increased low-end torque.

One only needs to look as far as Audi to see the low-end torque formula at work - both the 1.8T and the 2.7TT have lots of torque available off idle.
