The answer to your question is yes. The tenth character in the VIN identifies the model year of the vehicle. The DOT started the letter designations with A=1980 and carried on from there skipping a few characters that could be confused with numbers. I'll admit I don't know exactly how this worked out to V for '97, but I've got a '97 (built in Aug '96) and it's character is V.
The entire VIN code is described at http://cbsgi1.bu.edu/bmw/vin.html, but it is a bit dated and does not cover the late '90s.
