DSP/equalizer capabilities are a standalone option -- available on any E39 with or without nav. The difference is the interface.

Are you considering a 528 or a 540. In this case, there's a difference. A 528 gets very limited OBC functions without the nav system. If you do opt for nav on a 528, you get the full-function OBC.

On a 540, you get the full-function OBC regardless of whether or not you buy the nav system.

(On my second E39 with nav + DSP; first was a '97 528i, current is '00 540i/6)
: Can someone explain the differences between Nav and no-Nav w.r.t. computer functions (i.e. what functions does each have)? Also, with DSP do you still get equalizer settings if no-Nav?
