Streets and even highways around where I live change fast enough that the twice a year Navtech CD subscription updates are a must.

I think that reference is to the fact that only one CD is required for the entire US, no additional CD's are necessary. That makes cross country travel much easier, since no dics loading is required. Update's for new roads would be handled just like they are now. The site owner's comments are particularly interesting about the speed of display refresh, which is much faster due to the DVD technology.
The old saying that covers this is never more true, "you pays yer nickel and takes yer choice."
