Suggest you report your concern, and have the aim checked. The leveling system just keeps them level while driving (adjusting for loads in the back and efects of braking and acceleration).
But they must be adjusted correctely to start with - perhaps yours need to be raised a bit.

There should be a drop of 2.1 inches at a distance of 25 feet. (measured at the cut-off line - but this is a very precise operation)
