Officially, I am not sure what they are for, perhaps for looks, perhaps for glass strength around the edges of the window, maybe to hide dirt at edges of windshield, possibly a form of tinting???

But, in my opinion, they serve to prevent white hazing around the bottom of the windshield over time, this is caused when the glass/plastic layers of the windhsield seperate and soak up condensation/air which discolors the windshield around the edges, usually heavy around the heater/A/C vents. Probably because of expansion/contraction of windsheild. It happened on 3 E28 sedans I owned after about 6-8 years, but has never happened on any E36 I have owned. I think it is the dots that prevented this!
