The lighting system you are alluding to in which an auto leveling apparatus is utilized are commonly referred to as discharge lamps, specifically High Intensity discharge (H.I.D.)lighting systems. THese generate three times the light output of the halogens yet draws 40% less watts, does not require any replacements for the "life" of the car, and requires an electronic ballast to drive the operating volts beyond the 12volts of the battery. The net result is a bluish/white light output, very effective beam distribution, and highly efficient lighting system.
I'm not 100% certain , but I think the auto leveling system is required by law for car manufacturers to implement with the HID system.
