THere's a world of difference between the location with which this added weight is displaced.

If this weight were to reside, say next to the driver, as in putting another passenger in the car, then the mass is so close to the center of the car that the force x distance would not result in much resistance to momentum.

HOwever, in this case where the weight is displaced much farther than next to the driver, the force x distance away from the car's vertical centerline creates alot more resistance to changes in the momentum.

Taken in another context, try to spin about with a bowling ball held close to your chest. Now do the same with the ball stretched out as far as you can away from your chest.
