In city driving, fog lights add nothing significant in illumination for the driver. On the other hand, they tend to blind and/or irritate other drivers who, after being blasted by the additional glare and lumens, must then readjust their eyes. Only pure selfishness explains the use of fog lights in city/urban/suburban driving. If you really want to call attention to yourself, put some colored lights in the wheel wells and marking lights on the roof.

Of course, in real fog, light quickly dissipates, so the lights are not annoying to other drivers. At the same time, the fogs help you. There may be other occasions when fogs will help, such as driving country twisties or looking for an address on an unlighted street, where the broad lightbeam adds some benefit.

Since urban drivers using fog lights are usually young, I figure they just need to grow up. At some point, they will begin to realize the world doesn't revolve around them.
