The 2.8 L engine has used them since at least 1996 (maybe sooner)
It is a vacumn controlled flap.
I think you're talking about something else entirely. Active noise cancellation involves using electronics to mix in an out-of-phase signal to completely cancel the sound. It's what's used in those new headphones you see for use on airplanes with your CD player.
There's been some talk about using active cancellation for noise suppression in sound deadening material in cars both because it's more effective and because it's a lot lighter. But so far as I know, it's not made it into anything in production yet.
