The "glowing rings" on the front lamps appear to act as the Euro-required "City Lights." From what I understand, in some areas you cannot drive with the headlamps on, high or low beam, so they have these low level lights. The E34s with ellipsoid lighting had another lamp in the outer reflector ring for this, but not in the US.
My guess is that the US will not get these light rings, if only for cost reasons. We don't need them. We are supposed to get the white indicators however (too bad, the amber provide better visibility.
Agreed with the city lights statement but I disagree about the amber lights. I can't tell the difference when I compare my amber lens 540i to my clear lens/amber bulb on my M Roadster when they are both on side by side.
