Bill,
Do you have the sport package? If so then you are doing very well. Starting in 99, the sport package automatics contained the 3.15 rear-end and a high stall speed torque converter - putting the car into the gas guzzler taxes (and lowering epa down to 15 mpg city, 21 highway vs the 18/24 of 98s and non-sport package 99 and 00s).

I get about 13.5 around town with my 00 540ia sport, but amazingly enough, consistently average 24 on the highway at 70Mph.
