Help guys.. I have something glued to the hood (archive)

of my car and I can't get it off. It seems like it use to be some kinda of glue and has hardened to form a small plastic bump on the hood of my car ( the size of 2 quarter). I try to peel it off with my finger nail but it just doesn't come off. I don't really want to use anything sharp because I don't want to accidentally scratch the paint around it. I am thinking about using a lighter and melt the glue so I can just wipe it off. But I am afraid to leave a black mark behind when I lit the hood on fire. What do you guy think?? Am I gonna be able to wipe those black burning marks off?
