It seems like it use to be some kinda of glue and has hardened to form a small plastic bump on the hood of my car ( the size of 2 quarter).

Up here in New England, we have that problem with pine sap that drips on cars and hardens like that. The answer (no, I'm not pulling your leg!) really is a knife blade.

If you have one of those small Swiss Army knifes (the little 2" with the blade, the nail file/screwdriver and the scissors), the blade on that is my choice because it's small and has just enough curvature to the blade that you can keep the sharp point (which is what you really have to worry about scratching) away from the paint.

Work slowly to chip away the glue and you'll be fine.

What you definitely don't want to do is try an abrasive like rubbing compound because that'll wear away the surrounding paint before the spot is gone.
