I recently noticed that when my climate control was on, I had cold air coming out the dashboard vents and hot air coming out the floor vents. Is this normal?

It was terrible today, the first cool day in ATL since April. I had cold air blowing out the dashboard vents (at a fan speed of 6-7) and hot air blowing out the defrost vents (at about the same velocity/volume). They were apparently fighting one another. I tried adjusting the temperature to stop the madness, but that didn't help. I ended up turning the sysstem off for several minutes and then back on (much like when my computer crashes - though I didn't hit my car), which seemed to work.

What's going on here?
