Your dash temperature setting may be set to cold position.
If you look at your middle dash vent, you will notice a number of blue (cold) or red (hot) dots on an adjustable wheel, indicating your dash temperature setting. If it is set to the blue range, which I suspect yours is now set to, only cold air will come out of the dash. Re-set it to the (red) range on cold days and you should be warm and toasty.
BTW, the center vent at the back of the console to the rear seats is non-adjustable, blowing only cold air. I turn it off completely in winter.
That will not cause the situation described (Hot air out the lower and defrost vents.
He was getting the cold air out the dash vents like he wanted.
Also - the rear console vent was changed for the 99 model - added temp control blending wheel, similar to middle dash.

I guess there is a misunderstanding what his complaint/question is. He says that he was getting cold air out of his dash on a cold day when, I would guess, he wouldn't normally want that. This would happen if the dash vent was set to cold, yet he was seeking heat from his heater (low) and defrost (high). The only reason I know this is that it has happened to me.
I'm glad to hear that BMW finally changed the back vent to add heat. Thanks for the correction.
