Following the parking-lights-at-night thread, the best reason for making them illegal on the road (day or night, BTW) is that if you turn them on at dusk it's very easy to forget to turn on the headlights as it gets darker, especially in town, because your instrument lights are already on making it appear to you that your headlights are on too. When they're not.

IMHO. YMMV. Etc.
