It might be the alignment..But usually The problem associated with alignment is the car pulls to the left or right.

Is the shimmy really bad, I mean the whole car vibrate or it just a little wriggle in the steering wheel around 35 to 45 mph?

In my previous car (e36) I have 18 (225/40/18)with Bilstein sport & eibach springs. I have the shimmy around 35-45 mph when you take your hand off the steering wheel. You can see a little vibration/wriggle on the steering wheeland sometimes I can feel it. The wheel is perfect and I took the car to the alignment shop. This happens on both my e36.

Perhaps it is because the lower profile tires and stiffer springs. The tires have less sidewall, so it transfer the road imperfection more to the steering.

Another question, is the spacer comes with the wheels (I mean you have to use it on the car) and how much you paid for the wheels and tires?

I'm thinking about buying the Hartge classic too.
