Front fogs and rear fogs are completely different beasts.

Front fogs allow you to see better.

Rear fogs allow others to see YOU better so you don't get rear-ended. Consider them like brake lights that stay on all the time. My wife's Volvo T5 has rear fogs implemented as brake lights only on one side of the car. The BMW solution is a completely different set of lights on both sides of the car.
