So following this logic, let's say BMW discovers its drivers have a tendency more than any other to use their high beams in town. Would BMW choose to (a) not offer them in the US -or- (b) let law enforcement correct improper use of lights on an as needed basis. Hmm...

While BMW may be making an excuse of taking the moral high ground, I hope they are not fooling anyone. This is a calculated cost reduction they know they can get away with. It is just one of many cost reductions on US spec cars. The unfortunate outcome is a lot of really nice safety features are not there to help people avoid or reduce injuries. Now that is a legitimate liability issue to be concerned with in my opinion.
