When a manufacturer certifies a vehicle for use in the US they must register it in a certian weight class. This certificate of accectance goes towards their CAFE standard.
Manufacturers sometimes make changes in equipment to shave off weight so they may bring their cars in at a lower weight. THey may alos have to delete options because the car is over teh weight/class limmit imposed by the EPA.
A perfect example of this is the Lincoln LS (I used to own one) The initial build of V8 Sport models could be equipped with all the great options, But due to being 68 Lbs over teh EPA limit they were required to delete the Alpine Audio option, Read headrests, full size spare, and additional sound proofing.
In order to add these options back the car would have to be re-certified into a heavier weight class, thus affecting their overall CAFE numbers.
Basically, it's the governments fault, Sounds like a good time for a revoluotion!!!

The only difference between a rebel and a patriot is which side wins!!!!!

Happy Newt Deer!!
