Does anyone have a similar problem?

My car is a stock 540 6 speed 2000. I am having trouble starting my car. It sounds like the battery is weak. The phone doesnt beep on ignition, and the steering wheel does not come down to the last position. Sometimes it barely goes down about 1/2 inch or so.
Is this a battery problem or starter? The dome light works great, its bright. The car is completely stock, no fancy radio or amps, and the CD changer is BMW put on by BMW.

Any suggestions, or anyone with similar problems?
