Although I suspect the seat plastic is going to give way long before either the BMW or your anchor parts, it sounds like you have a may have a good solution.

I'm a little unclear what you were saying about the pre-'00 MY cars. It sounds like there's a hold for the anchor. Why would anyone drill a new hole? You write that there's no BMW kit, but then you describe the parts that come in the kit. I find it extremely surprising that BMW would have no kit available for pre-'00 cars.
