I just moved from the Ramstein area and have a 2001 530iA SPP that I bought last Oct. To answer your questions:

You can replace the ECU with a Euro (non-limited) for about 1500 DM ($700.00). Check with Schaffer BMW in Kaiserslautern or Leismeister BMW (sp?) in Kindsbach. They are the two closest.

You only have to own it for a day and register with USAREUR Vehicle Registration to avoid taxes when bringing a new one back on PCS orders.
