With regards to the cooling system, the movement of the needle is normal, but maybe your system isn't as efficient as it could be. Mine runs between 1/3 and 1/2 (higher if the A/C is on or the weather is over 90 degrees). Just check your cooling system in general, including fan clutch, the fan itself (it can crack) thermostat, radiator, etc...and make sure it's in good shape.
