Remove the bulb and inspect it. When the bulb is old and the filament looks grey and burnt out, it may still work but still provide adequate resistance to make the system consider it a failed bulb. Had the same problem. Brake light still worked but when i took it out, the filament looked really worn. New bulb fixed the problem. had the same problem with Lowbeam bulb as well.
