The dealer can turn this on for you through the DIS system. When turned on, all your lights (headlights, parking lights, dash lights, etc.) are on all the time. It can also be a kind of lazy feature because you don't need to turn the lights on or off at night because all the lights go on or off with the ignition. You only need to actually turn light switch on if you want to use the fog lights. I think the '97 and '98 7-Series is the only model that works this way. Most '99 BMW models and all 2000 models that have this programed have the high beams run at half power instead of all the lights on all the time.
