what is definition of rust perforation? (archive)

My '95 is warrantied against rust perforation until 6/01, and it has some paint bubbling at the right rear fender. I lived in Chicago for 8 years, and I'm sure that the metal there is rusted all the way thru. However, I now live in California where the local dealer says I have to leave the car all day so the regional manager can come by to look at it. I don't want to bother with that, especially since it is very likely that he has never seen rust in his life.
Does anyone know what BMW's definition of "perforation" is?
Does perforation mean when you wire brush the area to get all the rusted metal off and find pinholes? Does it mean that there has to be a fist-sized opening even without wire brushing?

Anyone have any experience with this?
