I use a car cleaning brush (handle, long flexible bristles) together with "all purpose wheel cleaner" spray.

Spritz some on, scrub-a-dub-dub, and hose off.

Be sure to fully rinse off the cleaner. If not, it seems to stay a little sticky and gets dirty even faster next time.

Whole process takes a couple of minutes. Best time to do this is when brakes are cool, but then drive afterwards to boil off any remaining water.
