chrome trim has 'tarnished/discolored' - help! (archive)

hello -2000 model-iL - garage-kept- area of chrome that is below roof-line, above rear window has discolored,& seems rough in texture -doesn't look 'pitted' just 'rough' to the touch and also gives the appearance of tarnished-silver!! just occuring in that one area - used no products other than Meguiar's Shampoo and Gold Class paste-wax (didn't attempt to put the wax on any chrome trim areas)
