In my 97 iL, when the car is on and I turn the wheel from left to right, it makes a squaking noise, like a squeeking rocking chair!

I can't imagine the steering box going out after 60k miles and primarily freeway driving. The dealer said it is "normal" but that hard for me to believe. I bought it used at about 50k.

Try changing the centre tie rods and both tie rod ends. Needs an alignment after repairs
