The filter inner seals make it difficult to pull out. Just twist it while pulling and it will come on out. Put a towel around the housing to catch any oil that may spill. It feels like it is stuck but it will come straight out with enough force. Make sure you tighten the cap down snug when you put the new filter in or it will leak. The rubber mounted housing is normal.

I just bought a 740i and am in the mist of changing the oil. However, when it can to the filter, I can't seem to pull it out. Besides, the filter housing seems to sit on 2 rubber bushing, allowing the housing to move? Is this normal.

Can someone explain how to remove the filter?
