No dash lights when DRLs are on?'01 Sport (archive)

My wife's 2000 Lexus LX470's dash lights are always on along with the DRLs. Kinda nice on a real cloudy, dark day.
The dash lights on my '01 Sport only come on when I turn the Parking or Headlights on?
Very hard to see instrumentation on one of these dark and cloudy days. I DO have my DRLs engaged. Had it done at delivery.
Is my dash not working properly or is this feature(lighted dash) still from the "old" design - I assume the new 7 will have this feature. Is there a way I can have the dash on all the time? Other than turning the lights on...
